The landscape of the National Disability Insurance Scheme (NDIS) is undergoing its most significant transformation since the scheme’s inception. On 1 April 2026, the Parliament passed the NDIS Amendment (Integrity and Safeguarding) Bill 2026, introducing a suite of reforms focused on sustainability, safety, and transparency. Key pillars of the 2026 Reform
The new legislation introduces several structural changes designed to ensure the NDIS remains available for those who need it most.
- Refined access and eligibility: Access to the scheme will now be determined by a stricter assessment of functional capacity rather than diagnosis alone. The government intends to use standardised, evidence-based assessments to prioritise individuals with the most significant day-to-day support needs.
- Budgeting and Planning Updates: New frameworks for “reasonable and necessary” supports are being established to provide clearer guidance on funding. Notably, budgets for social, civic, and community participation are scheduled for progressive review starting 1 October 2026.
- Expansion of Provider Standards: To enhance participant safety, mandatory registration will expand for providers delivering high-risk supports, such as personal care and daily living assistance. This expansion is set to begin in July 2027, with full implementation expected by 2030.
- A Shift Toward Sustainable Pricing: The government is moving away from “one-size-fits-all” pricing. Responsibility for pricing decisions will sit with the Minister, with a focus on tiered pricing that reflects the actual complexity and risk associated with high-quality care.
